Indonesia has named 16 banks eligible to hold deposits of natural resource export proceeds, known as DHE SDA, five of them state-owned and 11 non-state-owned.

Under Article 18A of Government Regulation No. 21 of 2026, exporters in the mining sector that meet the criteria may opt for special provisions. They must place at least 30 percent of their DHE SDA for at least three months in a foreign exchange bank designated by Bank Indonesia, and they do not need to use a state-owned bank.

Who can choose

Hartarto said exporters could choose only once, starting from the implementation of the rules on 1 September 2026. He said exporters did not have to place proceeds in state-owned banks because they could pick non-state-owned foreign exchange banks on the government’s list.

The designation criteria cover general factors such as size, interconnectedness and business complexity, along with specific factors including transactions, competence, risk management and infrastructure. Foreign bank branches from countries with bilateral trade agreements with Indonesia can also qualify, as can banks that support Bank Indonesia policy, such as non-deliverable forward sales.

Supervisors set document rules

Dian Ediana Rae, Chief Executive of Banking Supervision at the Financial Services Authority, OJK, said banks must check that exporter documents are complete. Those documents are evidence of DHE SDA use and the exporter’s statement under the regulation.
