Indonesia is targeting state spending to exceed Rp4,000 trillion in its 2027 draft state budget while planning a fiscal deficit of 2.4 percent of gross domestic product, Minister of Finance Suahasil Nazara said on Wednesday at the Antara Business Forum 2026 at the Fairmont Hotel in Jakarta. Surpassing that spending threshold would mark the first time in Indonesia’s history that state expenditures cross the level.

Fiscal targets and deficit trajectory

The proposed outlay represents an expansion from the 2026 state budget, which set total government spending at Rp3,842 trillion against an Indonesian gross domestic product of around Rp25,000 trillion. Fiscal authorities anticipate the budget deficit will narrow under the new draft. The planned 2027 shortfall of 2.4 percent of GDP compares with a projected 2026 year-end deficit of 2.85 percent and an initial 2026 design target of 2.68 percent.

The 2027 fiscal framework underpins a broader government economic growth target of 6 percent. Reaching that pace requires investment growth of 7 percent. Growth requires coordinated policy across sectors.

Spending allocation and economic catalysts

Addressing delegates in Jakarta, Suahasil highlighted the role of public expenditure in catalysing wider activity across consumption and external trade. Speaking on the deployment of current resources, Suahasil noted the challenge of how to make Rp3,800 trillion encourage household consumption, become a catalyst for investment, drive exports, and support overall economic expansion.

Suahasil stressed that state spending must be able to touch points that improve the quality of human capital, outlining priorities including productivity enhancement programs, health programs, education programs, social protection programs, and programs to ensure infrastructure connectivity. The government plans to leverage synergies among the state budget, Danantara, monetary policy, and the financial sector to support growth. Suahasil added that because of that, various elements in development must synergize and work together.
