What the bill proposes

Article 20 of the bill would eliminate Sena, Icbf and health contributions for workers earning up to two minimum wages.

Individual employers with between two and five workers would also be covered by the exemption.

Fiscal aims

The government says the measure is part of a package intended to reduce public spending and strengthen state finances. It also says the bill is meant to promote economic activity.

As a bill now before Congress, its content remains subject to the legislative process and could change before any vote.
