Turkey’s 2027 central government budget bill proposal would allocate 246.7 billion lira to the Industrial Development, Production and Investment Support Program, according to figures compiled from the proposal. Planned appropriations for the program rise to 289.8 billion lira in 2028 and 328.2 billion lira in 2029.
Export and GDP targets
The program aims to raise manufacturing competitiveness in foreign markets, increase exports, lift industry’s share of national income and attract more foreign direct investment. Manufacturing exports are estimated to reach $266.2 billion by the end of 2026. The proposal sets targets of $276 billion for 2027, $286 billion for 2028 and $300 billion for 2029.
These targets sit alongside goals for shifting the composition of exports toward higher-technology industries.
Technology mix and investment
Medium-high technology industries are targeted to account for 43 percent of manufacturing exports in 2027, rising to 44 percent in 2028 and 45 percent in 2029. High-technology industries are targeted at 5.5 percent of manufacturing exports in both 2027 and 2028, before rising to 5.8 percent in 2029.
Foreign direct investment inflows are estimated at $10 billion by the end of 2026.
