The Luxembourg State Treasury has placed a 1.7 billion euro, ten-year sovereign bond issued natively on blockchain infrastructure. The deal is described as the first such issuance by a European state. The bond carries a coupon of 3.70 percent.
Demand reached 3.1 billion euros, according to the figures given. Settlement took place one week after the 14 October placement.
How the bond is structured
LuxCSD issued the bond on Clearstream’s D7 DLT platform. An off-chain representation is maintained for settlement. The bond is governed by Luxembourg law and denominated in euros.
It will be listed on the Luxembourg Stock Exchange and is eligible as collateral in Eurosystem credit operations. Luxembourg is rated AAA by the rating agencies cited in the record.
A step beyond earlier tests
Luxembourg had issued a digital Treasury certificate in 2025, but it was far smaller, in the tens of millions. The new bond is a benchmark-sized instrument.
Germany, France and the Netherlands still issue most of their debt through traditional channels. No other major eurozone sovereign had announced a blockchain benchmark bond before this issue.
Minister frames the deal as innovation with safeguards
Finance Minister Gilles Roth said Luxembourg was showing a willingness to support innovation. He said this was done while keeping the highest standards of security, transparency and reliability.
