What the result means for the CLARITY Act

The CLARITY Act passed the House 294-134 in July 2025. It failed a Senate procedural vote on 15 September, 49-50, and it expires when the 119th Congress ends on 3 January. Advancing it in the Senate required 60 votes.

Elizabeth Warren is positioned to chair the Senate Banking Committee, and Maxine Waters is favoured to chair House Financial Services. Robert Garcia is expected to chair the House Oversight Committee and has said he plans subpoenas from the first day, with World Liberty Financial named as a likely first target.
