West Texas Intermediate rose $2.25, or 2.2 percent, to $103.66 a barrel.

The Houthi group said it struck Aramco’s Yanbu facility, the Shaybah oil field, King Khalid International Airport in Riyadh and Abha Airport. Saudi authorities had not confirmed the claims, and Reuters could not independently verify them. Iran’s Islamic Revolutionary Guard Corps separately said an oil tanker caught fire and exploded after hitting a sea mine in the south of the Strait of Hormuz on Sunday.

Volatile session for crude

The December Brent contract closed at $98.54, down 0.5 percent, on volume of more than 195,000 lots, compared with roughly 26,000 lots for the November contract.

Shipping data from Kpler showed average oil flows through the Strait of Hormuz fell to 8.5 million barrels per day over the past seven days, down from more than 20 million barrels per day the week before. Kpler also recorded at least 10 confirmed incidents involving commercial vessels last week. In Yemen’s Shabwa Province, a Houthi attack on a security forces training camp killed 53 people and injured 200, according to the figures cited.

Russia exemption and regional moves

US President Donald Trump signed an executive order on Friday granting exemptions from some sanctions and tariffs tied to Russian energy exports. Analysts at Gelber and Associates said the exemption opens the door to additional Russian fuel exports, but uncertainty over the implementation and duration of the policy limits confidence in sustained supply increases.
