The Colombian government has filed an urgency message with Congress asking lawmakers to speed up the economic rescue law. The bill provides for a fiscal adjustment of 45 trillion pesos through cuts to state spending and changes to taxes.

What the urgency request does

The request is addressed to the presidents of the Senate and the Chamber of Representatives, as well as to the third and fourth committees of both chambers. The government cites article 163 of the Constitution and articles 183 and 191 of Law 5 of 1992. Under the urgency mechanism, the relevant chamber has 30 days to decide on the bill.

Once the mechanism is activated, permanent committees of the Senate and the Chamber may hold joint sessions. The bill is registered as Proyecto de Ley 477 de 2026.

Financing pressure behind the bill

The request comes amid financing needs for 2027. The Ministry of Finance has warned of fiscal risks if the deficit is not addressed.

The government had already presented the fiscal rescue law before filing the urgency message.
