Indonesia’s Financial Services Authority (OJK) issued two regulations governing the Mineral and Strategic Commodity Exchange (BMKS) on 21 September 2026, establishing a minimum paid-up capital requirement of 1 trillion rupiah for the exchange operator.
Capital rules for market infrastructure
The regulatory framework demands substantial financial backing for the institutions that support the commodity venue. Clearing institutions supporting the BMKS must hold a minimum paid-up capital of 500 billion rupiah. Electronic custodian institutions must also meet a minimum paid-up capital threshold of 500 billion rupiah.
The provisions structure the market infrastructure. That builds financial resilience across settlement operations.
Phased transition from Bappebti
Authority over the mineral and commodity venue is shifting from the Commodity Futures Trading Regulatory Agency (Bappebti) to OJK under the mandate of Law Number 4 of 2026, which amends Law Number 4 of 2023 regarding Financial Sector Development and Strengthening (UU P2SK).
OJK implemented the transition through two separate regulatory measures. Regulation POJK Number 15 of 2026 governs the phasing of authority transfer from Bappebti to OJK and took effect on 17 September 2026, while POJK Number 16 of 2026 establishes the operational rules for the exchange and will take effect on 1 January 2027 when BMKS operations commence.
