The House Financial Services Committee is scheduled to examine the American Reserve Modernization Act on Wednesday 16 September in Washington, taking up legislation designed to enshrine the federal strategic bitcoin reserve into statute.
Legislative framework and holding rules
Lawmakers designated the proposal as H.R. 8957, with the committee session scheduled to begin at 10 hours Washington time. Lawmakers Nick Begich, Jared Golden, and French Hill are among the figures connected to the committee’s work as the measure moves through the House of Representatives before any eventual consideration by the Senate.
Under the statutory framework, the bill proposes a 20 years minimum holding period for bitcoins deposited into the reserve, counted from the adoption of the law. The rule applies strict custody boundaries to the government holdings.
Executive order and gold certificate clause
Donald Trump established the strategic bitcoin reserve by executive order on 6 March 2025. That presidential directive routed confiscated federal tokens directly into the reserve vehicle and banned the sale of those assets by the US Treasury, the Department of Commerce, and other federal agencies.
The legislative draft evolved after its initial appearance. The original bill introduced in May included an option to study revaluing US gold certificates to acquire more bitcoin, but that provision was removed in Bryan Steil’s substitute amendment ahead of the committee hearing.
