Brazilian Planning and Budget Minister Bruno Moretti said the government identified 19.6 billion reais in fiscal space within the 2026 budget to fund an adjustment to the Bolsa Familia welfare program, pointing to a projected reduction in mandatory spending. He maintained that the decision fully adheres to fiscal framework targets and will not distort spending rules.
Fiscal room and benefit adjustments
The adjustment raises the baseline benefit by 15.04 percent, lifting the floor value from 600 reais to 691 reais starting October 19. The increase is the first for the program since its relaunch in March 2023. The budgetary impact reaches 5.8 billion reais in 2026.
Lower spending projections across social security, the Continuous Cash Benefit, personnel, and subsidies generated the newly recognized space. An 11.5 billion reais reduction in the projected growth of social security benefit expenditures formed the bulk of those savings. Moretti insisted the adjustment complies with existing statutory budget caps. “Zero. No effect on fiscal rules,” Moretti said.
Forward costs and electoral rulings
The welfare adjustment will carry an annual cost of 22.7 billion reais in 2027, according to government projections. To offset future budgetary pressure, the government relies on potential savings of 20 billion reais in 2027 stemming from fiscal triggers announced in August. This maintains room under expenditure limits.
Federal Supreme Court Minister Gilmar Mendes ruled that the decree adjusting the benefit does not violate election rules, establishing that the measure serves solely as an inflation adjustment. Moretti rejected criticism that the timing linked to the political calendar, saying officials gave budgetary certification only after confirming the room existed. “The proximity to the electoral scenario was coincidental,” Moretti said.
