Diesel embargo and the sanctions record

Bessent said the Trump administration sanctioned Rosneft and Lukoil, which he described as a devastating blow to the Russian energy sector. Those measures remain in place, he said.

Trump had announced that the US and Russia agreed on the supply of hundreds of thousands of tons of diesel to lower global fuel prices, in exchange for temporarily suspending sanctions. The announcement was made on 9 October.

Starlink and intelligence accusations

Bessent also addressed accusations by Volodymyr Zelenskyy that Starlink had been slowed and intelligence sharing cut. He said no one in the Trump administration had instructed a Starlink slowdown or an intelligence cut.

Bessent called Zelenskyy’s accusations extremely irresponsible. New sanctions, he said, carry a 60-day evaluation period before implementation.
