A special commission of Brazil’s Chamber of Deputies has approved Provisional Measure 1,379/2026, which creates credit lines totalling R$22.6 billion with subsidised interest for companies affected by US tariffs on Brazilian products. The text now goes to the Chamber plenary and must then pass the Senate.

How the money is split

The National Treasury will contribute R$13.5 billion, while the Brazilian development bank BNDES will provide R$9.1 billion. BNDES’s share was raised from an initial R$5 billion, and the total plan budget rose from an initially estimated R$18.5 billion. The text allows combining Union funds with BNDES’s own resources.

Of the total, R$8.8 billion is earmarked for exporters and suppliers affected by US tariffs. Another R$6.8 billion goes to exporters and suppliers shipping to Persian Gulf countries, and R$7 billion is distributed across sectors.

Which sectors qualify

The plan supports exporters of industrial, agricultural, forestry, fishing, aquaculture and mineral products, along with their suppliers. Fertiliser manufacturing and intermediates receive R$4 billion. The critical and strategic minerals chain gets R$2 billion, and industrial sectors relevant to Brazilian foreign trade receive R$1 billion.

Deadline for the measure

The provisional measure expires on 18 November if Congress does not approve it.
